The Banneker Stair Proposal introduces a platform from Independence Avenue down to Maine Avenue between 12th St SW and 7th St SW, creating a destination “on the Mall'' for 10 new museums and public spaces. The District’s cultural core is directly connected to the bustling Wharf, while the existing railroad and highway infrastructure remain untouched. To the north of the scheme, visitors are welcomed by a large public plaza inspired by the Place des Vosges in Paris, which complements the Smithsonian Castle’s public gardens across Independence Avenue. To the south, visitors navigate the level changes between the raised platform and Maine Avenue via a grandiose stair, which doubles as an amphitheater for the current Anthem music venue.

The proposed mall is pedestrian oriented, allowing no vehicular traffic down the cultural core.
